Yes, but the ruler doesn't necessarily have to be Scarlet Witch.
I suggested her due to her role in Wolverine and the X-Men, and she's now sane...
And Layla trusted her enough to put her on her "Ignoti" team, so...
But yeah.
Open to suggestions for the ruler?

Open to other concept suggestions, too.

...And we could always go back to Sam's plan, with the segregation, etcetera...
But - like I said - we'd need a ruler crazy enough to do it.

I like the whole divided idea just because it's something that I haven't really seen before, besides civil war. But who would make a good leader is still the question.

Well, we'd need a person who's a good leader... but who's oh-so-very bad.
This screams Magneto, but I know that Sam doesn't want him as the ruler.

What about classics like Mastermind or Black Tom Cassidy? They could probably pull it off, but they're evil. I dunno if we're shootin' for that.

They're evil, but they're not the "ruling a country" type.
We need an arrogant, "I'm so much better than the humans... and those mutants without cool powers are beneath me" type person who is capable of ruling a country.
We kinda killed most of those guys, unfortunately...

Arrogant enough to be a ruler. (Mighty Avengers)
And he's the son of Magneto.
It fits perfectly.

You KNOW how I don't like it when you do that, Sam.

But yeah...
Now we kind of need to figure out HOW the mutants are separated.
It's not like there are THREE different powers...
There are a lot of powers out there.
And some mutants have more than one, so that can be an issue.

I think most of it's relatively simple:

- Psychics (telepaths/telekinetics/people that see into the future/etc)
- Elementals (pyrokinetics/cryokinetics/etc)
- Enhanced People (super strength/invulnerability/etc)
- Fliers

But then we have some wildcards.
For example, Emma - she has telepathy, telekinesis (in this continuity), and can shift into a diamond form. Would she fit into the psychic section or the strong people section?

And then there's Rogue...
How would you classify her power?

Pietro could have a "council" of mutants who are his cabinet.....certain mutants would be in it and would deal with certain affairs
some would be body guards
some spies
some soldiers
and some politicians

I like this idea.

He could have Phoebe on surveillance with Cerebro or a Cerebro-like device of some sort.

And I think his council could be like...  each one has their own little team that's loyal to them.
Like, each council member has their own squad of X-Men, and their in charge of their own territory.
Sort of like what we were going for before, only minus the warring and chaos.

And there's - you know - the territories that are in good condition and the territories that are in bad condition.
And that's how the segregation and inequality comes about.
