Background info: Phyl just... lived an average childhood and had a close relationship with her father... until she was about 10, and her father disappeared. Depressed over her father's death, she began to cut herself to... help her deal with it. An extensive search that ended two years later revealed her father to be a then-well-known supervillain, Electrode Guy. Furious at what the detectives had discovered, she attacked them in a fury and realized that she had inherited her father's powers.

Yeah, essentially. Except her constructs aren't quite as detailed. She just makes basic things, like platforms or blades; she doesn't go all out and make a refrigerator to smash a bad guy with.
